NO. Colorado Revised Statute 33-14.5-108 states in part:

Off highway vehicles may not be operated upon any public streets, roads, or highways except in the following circumstances: when designated for that specific use by the appropriate government agency, while crossing a roadway, railroad tracks, bridge or culvert, or for agricultural purposes.
