Charter Ballot Questions
2025 Charter Ballot Questions
On Aug. 12, 2025 the Broomfield City Council approved six questions to be included on the Nov. 4, 2025 ballot for Broomfield residents to vote on. The Broomfield voters had the ultimate decision of whether or not to make these changes to the Charter. A summary of the proposed Charter changes and their outcomes are as follows:
- Approved: 1A - General Updating and Clean Up: This measure would amend various provisions of the Charter, first adopted in 1974, in order to update language, remove outdated provisions, and reference Broomfield’s status as a county.
- Approved: 1B - Council Qualifications (Section 4.6): This measure would amend Section 4.6 of the Charter to add a provision that an elected official cannot concurrently hold any other publicly elected office. Currently, there is no provision in Charter on the issue of dual offices.
- Approved: 1C - Vacancies (Section 4.7): This measure would amend Section 4.7 of the Charter to allow the mayor pro tem to fill a vacancy in the mayor's office, instead of a special election or Council selecting the person. Additionally, it would require that a person appointed to fill a vacancy in either the mayor’s or a councilmember’s seat would serve only until the next general or coordinated election, rather than completing the remainder of the original term.
- Approved: 1D - Code of Ethics (Section 4.11): This measure would add a new Section 4.11 to the Charter, which would mandate the Council adopt a code of ethics. While Broomfield currently has a code of ethics in Chapter 2-70 of its Municipal Code (approved in 2001), the Charter does not presently require its adoption or continued existence within the Code.
- Approved: 1E - Emergency Ordinances (Section 6.8): This measure would amend Section 6.8 of the Charter to make the effective date of an emergency ordinance immediately upon passage, rather than the current eight days after passage.
- Approved: 1F - Intergovernmental Agreements (Section 16.2): This measure would amend Section 16.2 of the Charter to permit Intergovernmental Agreements (IGAs) to be approved by a majority vote of Council present rather than the current two-thirds vote requirement, to formalize the ability of Council to delegate signature authority for IGAs, and to recommend that IGAs be published on the Broomfield website when practical and feasible.
2024 Charter Ballot Questions
Home Rule Charter As Amended November 2024 (tracked)
In September 2022, the Broomfield City Council started the process of a Charter review by establishing a Charter Review Committee made up of five citizens and two council members charged to thoroughly review and offer recommendations to the Broomfield home rule Charter. That committee met through 2023 and presented its recommendations to the city council in November 2023.
Following study sessions in the spring and early summer of 2024, regular meetings and public comment, the Broomfield City Council approved specific ballot questions that went to the voters in the November 2024 election.
The Broomfield voters had the ultimate decision on whether or not to make these changes to the Charter. A summary of the seven proposed Charter changes and their outcome are as follows.
- Approved - Chapter III - Elections: Changing the governing law from the Colorado Municipal Election Code to Title I the Uniform Election Code, except as set forth in Charter or Code.
- Approved - Section 4.3 - Term Limits: Added term limits for elected officials to be three consecutive terms. Note: term limits are not currently in the Charter; Broomfield follows state law: two terms for four-year elected terms (Council members) and three terms for two-year elected terms (Mayor).
- Approved - Section 6.4 - Action by Ordinance: Permitting the rezone for a specific property to be by city council resolution approved during a public meeting rather than by ordinance.
- Approved - Section 6.9 - Publication of Ordinances: Requiring the publication of ordinances to be on the Broomfield website and allowing the publication of ordinances in the local newspaper to be optional.
- Approved - Chapter IX - Personnel Merit System: Updating provisions regarding the Personnel Merit System to clarify who is and is not included in the employee personnel merit system, such as temporary employees; confirming the right to an administrative appeal; and removing the Personal Merit Commission provision from the Charter (it remains in Code).
- Approved - Chapter X - Legal and Judiciary: Updating provisions regarding the City and County Attorney to reflect the current operational practice of employing non-attorney staff and updating provisions regarding Municipal Court to acknowledge the presiding judge’s supervision of the court operation and to specify that the removal of municipal judges be tied to violations of the Colorado Code of Judicial Conduct.
- Not Approved - Section 4.3 - Length of the term of office for the Mayor: Changing the term of office for the mayor from two years to four years. If approved by the voters, it would go into effect for the mayor elected in November 2025. This question is separate and distinct from term limits and only applies to how long the mayor’s terms would be, not how many terms a person could serve as mayor.
