Utility Bill Estimator

With just a few pieces of information from your utility bill, you can estimate water charges for your 2026 monthly bill and compare them to your 2025 monthly bill. 

Use this tool to estimate your 2026 monthly utility bill. The numbers are based on rates approved by the city council on Oct. 28, 2025. Currently this tool is only available in excel. If you do not have access and need assistance with an estimation, please contact utbilling@broomfield.org.

How to Use the Estimator

  1. Download the estimator and open in Excel.
  2. Choose your Customer Type from the dropdown menu. 
    1. This is based on your property type: Single-Family Home (SFH), Multi-Unit Townhome/Condo (TH) or Multi-Unit/Apartment (Apt)
  3. Start plugging in usage numbers for estimates. You can find your current water usage and your average winter consumption in your October utility bill. Enter these numbers as listed in thousands of gallons (TGAL). For example, 4 equals 4,000 gallons, 10 equals 10,000 gallons, etc. 
    1. Utilize Current Water Usage and Average Winter Consumption (highlighted in the example bill below)
    2. NOTE: On bills prior to October, 2025 “Current Water Usage” is labeled as “Current Usage” and “Average Winter Consumption” was not listed.   

 Apartment bills may differ as they are run through their landlord or leasing offices. You can estimate total monthly water, sewer and stormwater charges. Please note: these are estimates only.

Usage Information

  • Service Address: This is the address being billed.
  • Cycle/Route: Indicates the billing cycle and route. 
  • Service Period: Timeframe for the Bill.
  • Number of Days: Total number of days in the billing period.
  • Current Reading: Water Meter number at the time of the reading for this bill.
  • Previous Reading: Water Meter number at the time of the previous reading for this bill.
  • Current Usage: Number of gallons utilized in the current billing period. Listed in Thousands of Gallons (TGAL).
    • NOTE: On bills prior to October, 2025 “Current Water Usage” is labeled as “Current Usage”.
  • Previous Year: Gallons used during the same billing period in the previous year. Listed in Thousands of Gallons (TGAL).
  • Average (Avg.) Winter Consumption: Average water usage across four monthly bills from November 1 to March 31. 
    • NOTE: On bills prior to October, 2025 “Average Winter Consumption” was not listed.  

Billing Details

  • Water Meter Base Charge: Fixed charge that covers fixed operating costs and repair and replace capital.
  • Water Usage Charge : Usage from 0 - 5,000 gallons. Covers variable operating costs such as pumping and treatment.
  • Water Usage Charge Tier 2: Usage from 6 - 9,000 gallons. Covers variable operating costs such as pumping and treatment, but can also help cover repair and replace capital costs.
  • Water Usage Charge Tier 3: Usage above 10,000 gallons. Covers variable operating costs such as pumping and treatment, but can also help cover repair and replace capital costs.
  • Sewer Fed Mandate Fee: Federal Mandate Fee. Covers the costs of complying with federal mandates.
  • Sewer Service Charge: Primary sewer charge to help cover fixed and variable operating costs and repair and replace capital.
  • Sewer Env Comp Base Charge: Environmental Compliance Fee. Covers unfunded state or federal mandates.
