Building Permit Fees
Important Notice:
On October 22, 2024 the Broomfield City Council passed Ordinance No 2253 increasing water and sewer fees. Effective January 1, 2025 the Water License fee will increase from $36,400.00 to $37,850.00 Per TE and the Sewer License fee will increase from $14,320.00 to $14,900.00 per ERU. This increase will apply to all permits issued as of January 1, 2025.
Permit Valuations
The permit applicant shall provide an estimated permit value at the time of the application submission. Permit valuations shall include total value of work, including materials and labor, overhead, profit, and general conditions for which the permit is being issued. Separate fees are calculated for each of the trades based on the Building Permit Fee Schedule:
- General
- Electrical
- Mechanical
- Plumbing
If in the opinion of the Plans Analyst, the valuation is underestimated on the application, the permit shall be denied, unless the applicant can show detailed estimates to meet the approval. For new detached single-family houses, the final building permit valuation shall be set by the building official based on the most recent Building valuation data from the International Code Council.
Plan Review Fee
A plan review fee is charged for commercial projects, new single family / multi-family houses and solar system installation permits. It is calculated at 65% of the building, electrical, mechanical, and plumbing permit fees. Plan review fees shll be paid at the time of permit issuance. Depending on the scope of the project, separate hourly plan review fees may be assessed at $50.00 per hour.
Flat Rate Fees
- $100.00 for Mobile home set-up permits
- $100.00 for Construction and Office Trailer permits
- $100.00 for Demolition permits - $100
- $100.00 for Temporary Stand / Kiosk / Christmas Tree Stand permits
- $100.00 for Clean-up Permits
- $70.00 for Solar Panel Removal and Replacement permits
Re-Inspection Fees
Once disapproved with a penalty, the payment of a $150.00 re-inspection fee is required before the inspection can be rescheduled.
Use Tax Fees
The City and County of Broomfield collects use tax on building materials and site work:
- Use tax fees related to building materials are collected by the Building Division at the time of building permit issuance. For use tax purposes, 50% of the total project valuation is assumed to be materials. Homeowners performing all of their own work shall list the total materials cost on the permit application. The applicant should show the building permit payment receipt to the supplier or retail home center when purchasing materials for the project. The supplier or home center should not charge any city sales tax since the Broomfield use tax has been paid with the permit. Payment of State and RTD sales taxes is still required on all materials.
- Use tax fees related to site work are collected by the Engineering Division. Costs related to site work (e.g. landscaping, parking lots, patios, sidewalks, private utilities) have been inadvertently excluded from the use tax calculation. Site work is subject to use tax per BMC sections 3-08-040 and 3-08-060. To bring practice into compliance with the BMC, effective June 26, 2018, use tax of 4.15% is charged on 50% of the site work valuation. Exemptions to use tax are addressed in BMC section 3-08-050.
Service Expansion Fees
All residential new-construction permits (single and multi-family) are subject to the Services Expansion Fee (SEF). The fee is $1.00 per finished square foot of dwelling area and shall be collected prior to the issuance of the Certificate of Occupancy.
Water and Sewer Licenses
Water and sewer license fees are determined based on the anticipated annual water usage. Separate fees are charged for the actual tap and for the meter. Please review the current Water & Sewer License Fee Schedule and all Water & Sewer Service Charges. Water and Sewer license and water meter fees shall be paid at the time of permit issuance
