Board of Health
The Broomfield Board of Health is a board composed of residents with public health experience appointed by City Council. Among the listed duties are approving the five year Public Health Improvement Plan, developing and promoting the public policies needed to secure the conditions for a healthy community, and holding hearings, issuing orders and adopting rules for public or environmental health issues. Members
The members of the first ever Board of Health were appointed on Mar. 7 by City Council:
5 Year Terms:
Savita Ginde, MD, MPH: Savita has over 20 years of healthcare experience working in Family Medicine and Reproductive Health. She is currently the Chief Executive Officer & Chief Medical Officer at Boulder Valley Women's Health Center.
Zachary (Zack) Lustgarten, MS, REHS: Zack has 17 years of experience working in Environmental Health Science and is currently an Environmental Health Specialist for Boulder County Public Health.
Erin Seedorf, DrPH, MPH: Erin is an Assistant Professor at Metropolitan State University of Denver in the Department of Health Professions and has over twenty years of experience working in public health including serving as a member of Broomfield's Communities That Care Coalition (CTC).
3 Year Terms:
Eugenia (Gena) Valdez, MSN, BSN, RN: Gena has 14 years experience working as a nurse in hospital settings, Clinica Family Health Services, and currently in Adams 12 School District.
Elizabeth McCutchon, EdD, MSN, NNP-BC, PMHNP-BC: Elizabeth has 30 years of healthcare experience and is currently a Nurse Practitioner at Mental Health Partners of Colorado and in the NICU at Children's Hospital Colorado.

Duties of the Broomfield Board of Health
- Contract with a Medical Officer (if the Public Health Director is not an M.D.).
- Approve the five-year Public Health Improvement Plan and submit it to the State.
- Act in an advisory capacity to the Public Health Director on all matters pertaining to public health.
- Hold meetings at least once every three months.
- The Public Health Director may serve as board secretary which is responsible for maintaining all records and ensuring public notice of meetings.
- Issue orders and adopt rules consistent with the laws, rules and orders of the State of Colorado and the State Board of Health, for public or environmental health issues that pose no immediate health threat.
- Hold hearings, administer oaths, subpoena witnesses, and take testimony in all matters related to the respective powers and duties of a local board of health.
- Develop and promote the public policies needed to secure the conditions for a healthy community, by considering the advice and expertise of the local public health agency.
- On or before September 1st of each year, the Public Health Director along with the Board of Health shall estimate the total cost of maintaining the public health agency for the next fiscal year, and the amount of money that may be available from unexpended surpluses or from State, Federal or grant funds.
- Assess fees (where they are not set in State Statute) to offset the direct costs of local environmental health services.
Public Comment
A 30 minute public comment session is held at the beginning of all regular Board of Health meetings when members of the public can comment on items not on the agenda for that meeting. Members of the public can either submit comments in writing for the Board of Health members to read or make comments in person during the meeting.
A public comment sign-up form will be posted here 1 week prior to the Board of Health meeting. The sign-up closes at 5:00 P.M. the day prior to the Board of Health meeting.
Only individuals who have provided their information prior to the start of the meeting will be permitted to speak. Speakers shall register on a first-come, first-served basis, and will be recognized to speak in the order of registration. At the meeting, each person will be permitted up to 3 minutes to speak, subject to cumulative time limits that may be in effect. Written public comments will be provided to all Board members whether or not the individual attends the meeting.
