Environmental health specialists issue operating permits to and inspect all public swimming pools and spas in Broomfield. Pools and spas regulated by the health department include those at recreation and fitness centers, hotels and mobile home parks. Private pools, like apartments, HOAs or backyard pools, are exempt from these regulations. Staff also investigate complaints related to public swimming pools and spas.
Public Swimming Pools and Spas Regulations
The public swimming pools and spas regulations are set by the Code of Colorado Regulations (5 CCR 1003-5) and apply statewide. In October 2020, the state Board of Health adopted amendments that allow local entities to use the Model Aquatic Health Code.
Adoption of the Model Aquatic Health Code
Following the recommendation of Broomfield Public Health and Environment, the Board of Health adopted the Model Aquatic Health Code (MAHC) on Nov. 6, 2025. This new code is effective Dec. 29, 2025. The MAHC aims to improve the safety and sanitation of public swimming pools. Operators of public swimming pools and spas had the opportunity to provide their feedback in Oct. 2025 before the draft regulations were presented to the Board of Health.
With the adoption of the Model Aquatic Health Code, all public swimming pools and spas must obtain a permit to operate. Invoices will be sent to existing facilities in March 2026 and must be paid by April 30, 2026. The fee schedule for operating permits has not been set yet. The Board of Health will adopt proposed fees at its March 5 meeting.
