2026 Water Utility Rate Assistance Fund Program
The City and County of Broomfield is continuing the Utility Rate Assistance Fund (URAF) for the 2026 calendar year to support residents in managing the costs of essential water services. This program follows the Broomfield City Council's decision on October 22, 2024, to adjust utility rates to ensure the long-term sustainability of aging infrastructure and the continued delivery of a safe, reliable water supply.
To prioritize community members with the highest financial need, City Council approved updated eligibility requirements on October 28, 2025. For the 2026 program year, the income eligibility threshold has been adjusted from 100% of the Area Median Income (AMI) to 60% AMI. While the eligibility criteria have been refined to focus on those most in need, the maximum assistance amount remains consistent with the previous year at $240 per qualifying household.
The URAF program reflects a commitment to balancing necessary infrastructure investments with meaningful support for income-qualified households. Residents can refer to the income and reimbursement table below to determine eligibility for the current program year.
Eligibility
Eligibility for this program is determined solely by household income. Residents may qualify regardless of homeownership status (rent or own) or housing type, including single-family homes, multi-family complexes, and mobile home parks. To be eligible, a household must have an income at or below 60% of the Area Median Income (AMI).

View and Pay your Utility Bill
The City and County of Broomfield’s water/sewer bill payment system is available through a partnership with Paymentus, an independent company that provides a free, self-service application for Broomfield’s utility customers. Visit the Online Bill Payment System web page for all the details.
How Assistance is Distributed
The method of receiving assistance depends on how the bill is paid:
- If water utilities are paid directly to the City: Funds will be received as a quarterly credit directly on the resident's water utility bill.
- If water utilities are paid to a landlord, HOA, or third party: Funds will be issued as a quarterly check mailed directly to the resident.
Please allow up to six weeks for processing following submission of a complete application. End-of-quarter submitted applications may not be paid out until the following quarter due to processing times. All refunds and credits will be issued within 30 days after the end of each quarter.
Average Increase and Reimbursement per Household
The program's reimbursement amounts—which vary based on housing type—will remain consistent for the 2026 program year. The calculation used to determine the monthly reimbursement amount is the same one that addressed the anticipated increase in average monthly utility bills during 2025.
