Housing Programs

Broomfield residents may be eligible for a variety of programs through the City and County of Broomfield Housing Division to assist in the different stages of renting and home ownership. These programs can assist with payments, generating additional income, legal counseling and some rehabilitation assistance for the home. 

Partial Property Tax Refund Program (PPTR)



Eligible Broomfield homeowners may receive a partial property tax refund of up to $1,000. The refund amount is based on the difference between the paid 2021 and 2025 property taxes.

To qualify, applicants must have continuously owned and occupied the property as their primary residence since January 1, 2021. Applicants must also have a total household income at or below 80% of the Area Median Income (AMI) and fall into at least one of the following categories:

  • Seniors: Age 65+ (by July 1, 2026).
  • Veterans: At least 80% documented disability.
  • Residents with Disabilities: 100% documented disability.
  • Surviving Spouses: Qualifying spouses of the above categories.

Check Your Income:  View the 2025 CHFA Income Limits, which are the limits in place at the time of program begin, for Area Median Income (AMI) on the Income Limits Information Page to see if your household meets the requirements.

Application Process

  • New Applicants: Click the "Apply for Partial Property Tax Refund Program" button below. Register for an account, log in, follow the steps, and complete the steps to submit the application.
  • Returning Applicants: Click the "Apply for Partial Property Tax Refund Program" button below. Register for a new account with the email used in previous years. Once the new account is created, log in and follow the steps to review, update household information, and resubmit the application for the 2026 cycle.

Please allow up to six weeks for processing following submission of a complete application. End-of-quarter submitted applications may not be paid out until the following quarter due to processing times.

How PPTR Differs from the Colorado Senior Homestead Exemption

The Broomfield Partial Property Tax Refund Program (PPTR) is a local refund program that provides up to $1,000 back to qualifying Broomfield residents each year.

The Colorado Senior Homestead Exemption is a state program that reduces future property taxes for seniors who have owned and lived in their home for 10+ years.

These programs are separate and have different eligibility requirements. Applying for PPTR does not count as an application for the State Homestead Exemption. For Homestead questions, contact assessor@broomfield.org.

Applying for this program does not automatically include you in the State of Colorado Senior Property Tax Exemption Program. Visit the Property Tax Exemption and Deferrals page for more information on eligibility requirements and to apply for that program.

Sunshine Home Share Colorado helps connect homeowners 55+, who have an extra bedroom, with individuals looking for housing. This program helps homeowners generate some extra income and receive assistance with basic household chores while providing the home seeker with affordable rental options.

Qualifications and benefits: 

  • Home providers must be 55 or older, and their home must be their primary residence.
  • Home seekers can be of all ages. The home seeker’s income level must be sufficient to pay the home provider’s rent and the home seeker's living expenses.
  • Vetting, interviews, background checks, and match meetings are part of the home-sharing safety process.
  • Some home providers are seeing a housemate to assist with household chores three to five hours a week and will offer a discount on the rent.

Furthermore, the Financial Wellness and Empowerment program offers people over 55+ the opportunity to work one-on-one with a financial social worker to develop personalized goals to improve their economic health and well-being. This may include support with budgeting, scams and fraud, debt management, end-of-life planning documents, and support working towards individualized goals.

The City and County of Broomfield is partnering with Sunshine Home Share Colorado to support improving the economic health and well-being of older adults while utilizing an innovative solution to create affordable housing

First time Homebuyers (prioritizing first-generation homebuyers) may qualify for the Down Payment Assistance program. Homebuyers who fit into the income parameters and complete mandatory Homeownership Training Course (see below) can receive a 30-year loan with 0% annual interest, up to 10% of the purchase price. 

The City and County of Broomfield is providing loan funding, in coordination with Colorado Housing Assistance Corporation, to make the Down Payment Assistance program available to Broomfield residents.

All Colorado Finance and Housing Authority (CHFA) borrowers and Down Payment Assistance Program (DPAP) applicants are required to take the Homebuyer Education Course. In this free in-person course, you will learn about:

  • Mortgage affordability
  • Budgeting for home ownership
  • Credit score impacts
  • Local housing resources
  • Mortgage financing options
  • Real estate contract basics
  • Home inspection fundamentals

Courses are held Monthly. Registration is required via the Colorado Housing Assistance Corporation (CHAC)'s website.

Home Rehab Program

Is your home in need of an urgent repair? Single-family homes with up to 80% of the area median income (AMI) and mobile homeowners may qualify for a one-time emergency repair through the Home Rehab Program. 

Brothers Redevelopment, Inc. partners with the City and County of Broomfield to coordinate a wide variety of repairs and modifications that enable residents with disabilities or physical limitations to avoid injury and enjoy increased mobility. 

Home repairs can include:

  • Roof Repair
  • Gutters
  • Siding
  • Plumbing
  • Electrical
  • Furnace replacement
  • Accessibility modification
  • And more!

Paint-a-Thon

Qualifying Broomfield residents can apply to be a part of the Broomfield and Brothers Redevelopment Paint-a-thon Program. Paint-a-thon volunteers provide free exterior painting, minor exterior repairs, and yard work to selected homes. This ongoing program is available to qualifying residents each spring and summer. 

Eligibility Requirements:

  • Homeowners must be 60 years or older and/or have a disability
  • must own and occupy in the Denver metro area or Colorado Springs, and plan to live in it for at least 12 months
  • The home must be no taller than one and a half stories, and in need of painting

Housing Legal Assistance

Colorado Legal Services

Are you experiencing a housing dispute? Residents at or below the 200% FPL may be able to receive legal assistance related to housing disputes at no cost through Colorado Legal Services. This program is aimed at providing essential legal assistance and includes:

  • Legal support for eviction cases
  • Tenant and landlord legal counseling
  • On-site counseling at Broomfield courts
  • Remote counseling options

Colorado Legal Services hosts in-person clinics in Broomfield on Thursdays at the Broomfield Courthouse from 8:30 to 11 a.m.

Mobile Home Park Initiative and Eviction Prevention

Are you a Broomfield mobile home park resident experiencing housing injustice through your mobile home park property management? The City and County of Broomfield, in partnership with the Colorado Poverty Law Project, has launched the Mobile Home Park Initiative to support residents experiencing systemic issues in mobile home parks. The program offers legal education and representation to help prevent displacement and ensure long-term housing stability.

Who is eligible?

  • Adults 18+ living in a Broomfield mobile home park
  • No income restrictions
