Sister City Organization Grants

The Sister City movement in the United States was inaugurated by President Eisenhower in 1956 as the "People to People program," whose purpose was to establish greater friendship and understanding between the people of the United States and the peoples of other nations through direct contact. 

The City and County of Broomfield recognizes the existence of these people-to-people relationships through the establishment of Sister City affiliations. This recognition encourages exchanges of diverse cultural, educational, artistic, scientific and professional ideas and programs.

To support the goals of Sister City relationships, the Sister City (SC) Grant program funds programs, projects and activities of officially recognized Broomfield Sister City organizations.

Qualifications and Requirements

Applicant Eligibility:

Organizations or groups must be an officially recognized Sister City partnership that aligns with the City and County of Broomfield’s Sister City Procedure. This requires:

  • Partnership agreements with the Sister City.
  • Annual submission and good standing with all required documentation to the City and County of Broomfield, as outlined in the procedure.

Grant Type: General Operating Support

These grants are administered as General Operating Support (GOS) grants. A GOS grant is an unrestricted grant designed to help an organization achieve its overall mission rather than funding specific projects or programs. It provides the "working capital" necessary for nonprofits to sustain their day-to-day operations.

Qualifying Expenditures:

    • Staff costs
    • Administrative costs
    • Consultant costs
    • Programming or project costs
    • Using funds to reduce/offset the price of an event, program, or class to make offerings more affordable for individuals.

Non-Qualifying Expenditures:

  • Capital expenses
  • Campaigns
  • Monetary awards (scholarships or prizes)
  • Retiring debt
  • Endowment expenses
  • Political expenditures
  • Religious expenditures

Application Process

The application process incorporates both the compliance requirements of the CCOB Procedure and the grant process, as well as an in-person meeting.

Grant Funding: 

Up to $8,000

Funding Period: 

January 1 - December 31, 2025

Grant Schedule

  • Application opens: January 1, 2025
  • Deadline: Monthly rolling deadline through April 30, 2026
  • Notifications: Within 60 days of application submission
  • Final Report: Submission is required within 30 days of project completion.

Applications will be accepted until April 30, 2026, or until funds are depleted, whichever comes first. Any remaining funds will be transferred to the ACS grant program in May.

Application Information

To apply, all applicants must first create a free Submittable account. For assistance with the application process, please refer to this guide.

The application will include the following types of questions:

  • Provide a list of the organization’s current board, staff, and/or key volunteers
  • Provide a detailed list of Contributors: corporate, foundation, government, individual, other
  • Organization’s last year’s financials: income statement and balance sheet
  • Provide any additional information on the organization’s finances.
  • Current year organization budget 
  • Detail of Activities
  • Current year Certificate of Insurance - City Requirements

Grantmaking Process

City and County of the Broomfield staff will review requests for completeness and eligibility, and then reviewers will score “Fund”, “Decline” or “Need More Information”. All applications with a majority vote of “Fund” will be awarded. 

  • Review staff will provide funding recommendations, which may be partial awards
  • If an application is partially funded, an updated activity report may be requested with any budget changes

Award Funding Requirements

  • Signature: A grant agreement requires the organization's representative to sign.
  • W-9 Form: All vendors must submit a W-9 form for payment.
  • Award Payment: A check for the awarded amount will be issued after the grant agreement is complete.
  • Processing: Please allow 45 days for award processing.

Public Acknowledgement Requirement

Grant recipients are required to acknowledge the City and County of Broomfield. The acknowledgement: "This program is funded in part by the City and County of Broomfield," along with the City and County of Broomfield logo, must be included in printed, electronic, and/or broadcast promotions. 

Final Report Guidelines

Per the City and County of Broomfield (CCOB) Sister Cities Procedure, the Sister City Organization shall annually submit a status report to a designated CCOB staff liaison by the 1st of March of each year. Please refer to the Sister Cities Procedure.
