The simplest answer is that the inspectors need to check all work before it is concealed by the next phase of construction. The plans examiners will also explain the inspections you need during the plan review process. Most residential projects need three basic sets of inspections: underground, rough, and final for each trade: building, electrical, mechanical/heating, and plumbing.
